Robert Peacock’s project experience

 

Team Leader and EU Standardization Expert (2012) on EU project to provide support to the State Committee for Standardization, Metrology and Patents of the Republic of Azerbaijan and the European Commission in the preparation of an institutional Twinning project fiche within the framework of the EU-Azerbaijan ENP Action Plan and in the context of the Eastern Partnership.
Senior Standardization Expert (2011) under the IPA programme to assist the Macedonian Standards Institute (ISRM) to become a full member of CEN & CENELEC. Included a series of workshops on standardization, technical regulations and conformity assessment at European level to prepare ISRM for its application for full membership of CEN and CENELEC, assessment of the Macedonian technical regulations framework against the legal framework in the EU and a practice/simulated audit under audit conditions.
Prepared on behalf of an EU mandated body (2011) proposals and presentations for twinning projects in the quality infrastructure area in Moldova, Georgia and Ukraine.
Evaluator (2010) in the Internal Market (including technical regulations and conformity assessment) & Standardization sector for the evaluation of EU-funded CARDS/IPA projects in Albania to identify both strengths and weaknesses in the design, performance and management of selected projects.
Senior Standardization Expert (2009) for the MEDA programme on Strengthening Quality Management Capabilities and Infrastructures in Syria, including technical assistance to restructure the Syrian standardization system (from one of mandatory standards to one of technical regulations and voluntary standards in line with the TBT Agreement), to establish a dedicated Syrian national standards body, and for the preparation of a new standardization law.
Key Standardization Expert (2008-2009) on CARDS Technical Assistance to Quality Infrastructure Institutions project in Serbia. Included technical assistance to key institutions and bodies in the field of standardization, accreditation, metrology and conformity assessment.
Senior Standardization Expert (2008) for the Euromed Quality programme. Development and preparation of detailed country reports for Algeria, Cyprus, Egypt, Israel, Jordan, Lebanon, Malta, Morocco, Palestinian Authority, Syria, Tunisia and Turkey. Included an assessment of the standardization and technical regulations system in each country, evaluation of the degree to which the structures were comparable with the European model and provision of recommendations.
Strategic Advisor (2007-2008) on CARDS project for Development of a Measuring, Standardization, Testing and Quality (MSTQ) framework in Kosovo.
Key Standardization Expert (2003-2007) on two CARDS Standards, Certification and Accreditation institution building projects in Albania, which included training and capacity building to the General Directorate of Standardization (DPS) on standardization, technical regulations and conformity assessment.
Expert Facilitator (2006) for CARDS Regional Quality Infrastructure Project regional sub-group on standardization to work together to agree common actions in support of preparations for full membership of CEN and CENELEC, the European standardization bodies. Forum for heads of the Western Balkan national standards bodies.
Trainer (2006) at CARDS Regional Quality Infrastructure Project Hands On Training course in Macedonia on developing a standardization strategy to ensure and encourage the involvement of all stakeholders.
Senior Standardization Expert (2005-2006) under the MEDA programme to assist the Turkish Standards Institute (TSE) to become a full member of CEN & CENELEC. Included a series of workshops on standardization, technical regulations and conformity assessment at European level to prepare TSE for its application for full membership of CEN and CENELEC, assessment of the Turkish technical regulations framework against the legal framework in the EU and a practice/simulated audit under audit conditions.
Expert Facilitator (2006) at CARDS Regional Quality Infrastructure Project Awareness Raising Event in Macedonia on cooperation amongst national standards bodies – achieving full membership of CEN and CENELEC and the steps taken to fulfil the nine conditions.
Lecturer and Expert Facilitator (2006) at CARDS Regional Quality Infrastructure Project Awareness Raising Event in Albania on standardization and the importance of the quality infrastructure.
Lecturer and Expert Facilitator (2005) at CARDS Regional Quality Infrastructure Project Awareness Raising Event in Kosovo on the role of Standards, Accreditation and Metrology in supporting the implementation of Free Trade Agreements in the Western Balkans.
Standardization Assessor (2005) for CARDS Regional Quality Infrastructure Project. Development and preparation of detailed country reports for Albania, Bosnia & Herzegovina (including Republika Srpska as a separate Entity), Croatia, Kosovo, Macedonia, Montenegro and Serbia. Included an assessment of the standardization and technical regulations system in each country against the legal framework in the EU.
Co-author (2004) of an Advisory Report on the Development of Standardisation in Serbia and Montenegro in the context of the EU Stabilisation and Association Process and the process of WTO accession. Addressed the “quality infrastructure”, covering standardization, technical regulations, accreditation, conformity assessment and metrology.
Independent auditor (2001) of applications from the national standards bodies in Cyprus and Turkey for full membership of CEN and CENELEC, the European standardization bodies. Included detailed assessments against the legal framework in the EU of the national systems for standardization, technical regulations and conformity assessment.
Senior Consultant and Expert Mentor (2000) on Department for International Development (DfID) programme to devise and recommend a strategy for the Government of Moldova on the conversion of existing mandatory standards (mostly inherited from the former Soviet Union) to WTO consistent technical regulations and standards in line with the TBT Agreement.
Standardization expert (1996-1998) on a Swedish Government (SIDA) funded project to upgrade the National Institute of Standardization and Quality (INNOQ) in Mozambique, and to plan and implement a national quality improvement plan in conjunction with government ministries and state agencies.
Designed, directed and implemented (1996-1997) an international survey (in 90 countries), on behalf of UNIDO, on the trade implications for emerging economies and developing countries of the international standards for quality and environmental management systems.

Project Manager (1987-1994) for the EC-ASEAN Industrial Standards and Quality Assurance Programme in Brunei, Indonesia, Malaysia, the Philippines, Singapore and Thailand, which included:

1. Recruiting and staffing a Central Coordination Office in Bangkok.

2. Overseeing the implementation of over 150 individual consultancy and training projects.

3. Managing a Euro 5 million project budget.

Directing (1998-2013) the development, implementation and promotion of supply agencies in Middle Eastern countries for the dissemination of British, European and International Standards.
